The properties panel shows detailed information of the selected item in the Infoman Diagnostic Manager. The content of that panel depends on where the current focus is, that means as soon as you click in a window you will see the properties of that window inside the properties panel, if you click on a remote or local unit you will see the properties of that item and so on.
You can open the properties panel as a separate dialog for some items when you open the context menu of an item that supports that feature and click on Properties if that entry is available.
You could also open the properties panel as a window that is shown always and changes its content automatically by click on Window > Properties in the menu bar.
This will open a window in the Infoman Diagnostic Manager that you can move where you want:
